What do zones A to F mean?

They are storm-surge zones. Zone A is the most vulnerable and usually the first to evacuate; the later letters are ordered for stronger storms. Not every zone is ordered every time (FDEM).

Mandatory or voluntary: what is the difference?

A mandatory order means officials expect life-threatening conditions in that area and want everyone out. A voluntary order is a strong recommendation, often for people who need more time, live in mobile homes or need special care. In both cases, rescuers may not be able to reach you once the storm arrives.

I am not in a zone. Should I stay?

FDEM says that if you are not in an ordered zone, a low-lying flood area, a mobile home or an unsafe structure, it may be safer to stay home. Mobile homes should evacuate regardless.
